How is the road from T.J. to the first toll along the fence? Is it passable? Toll road to Ensenada?
My parents are coming down this morning and need to direct them.

The westbound lanes along the border are elevated, runoff goes under them. The partially completed construction area near the toll road junction is no
doubt passable but probably "screwed".
The next storm is due this afternoon so if they make it through in the morning, good.
It's not a good idea to drive anywhere in TJ during a downpour. It's a hilly city and the downhill streets really flow hard, right to the border
highway.
