I wouldn't attempt it. It changes hands at the border and, of course, everybody will want to know the contents.
Put out a call for the Baja Nomads Pony Express. Maybe someone will be going that way.
Another thing....It takes twenty days for my phone bill to get from Tijuana to Punta Banda....less than a hundred miles.

I have received DHL, UPS and mail packages in BCS on streets without names to homes with no addresses... from DMV, family etc... packages arrived in 3 days.

Miracles...

However, bear in mind that all parcels can be inspected and on occasion do disappear.

If it absolutely, positively needs to get there...Send it with a friend.

Called UPS on recommendation from local UPS store. UPS claims delivery into Baja is a normal operation.
USPS goes with insurance.
All previous information was, mail into Baja is difficult, risky, impossible.

Its possible to do a test, have someone send you some home-made cookies via UPS or USMail and see what happens. You do need to have some sort of address, like an actual correct name.number and postal code even if there are no street signs or house numbers posted on your street.

It has worked every-time for me.
