I know that we are supposed to have a passport now to cross by land into the US from Mexico even if we are US Citizens but is this rule enforced? My buddy wants to come to San Quintin to go fish next week and does not have a passport, however there is no way he would ever be mistaken for anything but white trailor trash from North Dakota. Can he get by with an id and birth cert?

He probably could, but it may not be worth it. It just depends on the inspector he comes up against.

2 weeks ago my son and his girl presented i.d. and berth certs. the guy took wife's and my passports and sent us on our way. we expected a verbal brow beating but this guy made our day!

My 19 year old daughter traveled from San Felipe to San Diego with us at Christmas and had left her Passport up at UCSB but had her Birth Cert. and I.D., no problem coming back and no brow beating either...

Concur with previous posts: should be no problem.
However, why not apply for a passport or a limited regional passport for future trips?

We all know that won't/can't happen, but it is the border gate and it very much resembles a bar or two I used to work in. The quality of service will depend entirely on the customers attitude.

Thanks to all for the information.. We have three young nieces and the wife wants to bring down to stay and they don't have their passports.. as yet.. 12, 10 and 8.. was thinking that they should be OK with just birth certificates and something from their parents..

Looks like I'm going to be having some women here.. what a treat...

Wessongroup..b.c.'s will be needed along with a picture I.D. usually their school I.D. card is sufficient. The parents note is note needed as Mexico is not interested...If they are flying into T.J. the U.S. airline will need a notarized note signed by both parents...but only if flying....We do this all the time with my 15 yr old daughters friends...never had a problem..hope this helps..

for all of the big deal made about passports,it sounds like things havent changed much since the last time i was down there....can you still stop at the border and show your birth cert. and purchase a 6 mo. tourist card???

Much help, thank you so much.. they are all excited, never been to Mexico... plus, in a house on the beach, squeal!! .... and, with their favorite aunt.. oh, boy.. roasted marshmallows, games, shopping and all the rest.. I will be ostracized.. for a while, but don't mind it at all... for I am.. the "Filthy Beast".. :lol:

At least that was the case last summer when my daughter and her husband tried it. He had lost his passport shortly before a planned surf trip. Mexican agent would not give him FM-T with his birth cert. So, they went on down with only her carrying a visa.

On the way back, US guy let them back without any question. which brings me to the point of why we enact laws that are not enforced. Frankly, US citizens re-entering the country by land from Mexico should really not be required to have a passport, anyway. We've all discussed how this law has adversely affected short term tourism in the border zone.

Eventually California will issue the WHTI Enhanced Drivers Licenses, which are accepted for land border crossings, and this problem will go away.
