"The National Immigration Institute in Tijuana issued a statement defining the border zone as 20 kilometers, or about 12˝ miles from the border.

But Baja California tourism authorities say foreign visitors may travel as far as Ensenada without a passport."

And as I posted on another current thread, just last summer, my son-in-law was denied FM-T at San Ysidro when he only had a birth cert and CDL. A few years ago, I tried using my CDL and got thumbs down too.

I crossed the border on FEB 18 for a few hours and entered the US with my birth certificate and my 2009 Grunion Greeter picture ID ... I had misplaced my CDL ...:wow:

I think you can only stay 72 hours in a border zone without a passport.

Grunion Greeter ID? That's hilarious! I thought them taking my CostCo card was pushing the limit. Then again, Homeland Security always has their revolving door open for you environmentalists...
