Today while crossing back into Mexico from the United States as I have done thousands of times before I got the green light. As I got closer to the place where the Aduanas were standing (Mexican Immigration) pulled me into secondary. As I passed the young man who was holding the walkie talkie in his hand I told him in Spanish “Hey the light was green.” It didn’t matter, he didn’t care nor did I, I figured I had nothing to hide and had been in secondary hundreds of times before so I pulled in. Upon pulling in another young man with a Berretta 9mm prominently hanging off his hip/ pelvis (Very Barney Fife) and sporting a fresh Chilango accent asked me for my vehicle registration in Spanish and I complied.

He looked in the back seat and saw two of the three dogs and started to chat with me about the breeds, open the trunk, you know the drill, blah blah blah…
The next thing he told me shocked the heck out of me since I had a neighbor’s third dog in the front seat which I had just picked up from Bonita pet hospital. He said that he would have to send me back to the US since I had over the limit of two dogs per traveler. I politely told him I’d traveled all over Mexico with dogs and never experienced this as an issue. I handed him all up to date shot records and kept it polite the whole time. He then advised me to park while he handed me off to a supervisor. She walked up to my car with three other women whom I assume were trainees. She was nice with a DF accent also and she politely explained to me that this law has always been on the books and referred me to the following website. Anyhow they let me go and told me not to do it again FYI. Fallout from this Arizona stuff, player haters, No love for the Norte Americanos? I dunno.

Thank you Mexicorn for the heads up on this, many travel with more than 2 dogs, but is the limit 2 pets or strictly 2 dogs as some also travel with both dogs and cats, especially the newcomers who are just relocating here.

Rarely enforced but two mascotas is the most you can bring in the country. Also needed is some Health Certificate issued by a US vet (not army), to satisfy the letter of the law.

I use the US schedule for our dog's rabies (where they are registered) which is every three years- Mexico requires it annually. It does look like they will administer rabies and parasite control at the POE for a fee- and that 3rd dog will cost you 1,640 pesos. No one taking their dog across for the day has a current health certificate- so that's a game changer for sure.

I would never go (even for the day) without the health certificate...I would be VERY upset if I could not get my dog back across in to the USA. Of course the first time I would not have the paperwork (I have had it EVERY time) would be the time they would ask. Nancy

ok, but your dogs don't need a health certificate to enter the USA, just a valid rabies certificate from the USA (USA won't accept Mexican rabies shots). So if you went shopping in the USA for the day from Baja- you would be OK crossing north but would have to stop at a San Diego vet to get a health certificate to get back in to Mexico since the certificates are only good for short period of time. And you will need proof you had your dog vaccinated for rabies in Mexico as well. My labs will just have to get over not going to visit family in San Diego on day trips...

He was vaccinated before we left....Was never asked for his papers at
either border

Looking at it in retrospect I'm hoping that it was an Agent new out of the academy who was trying to impress with his knowledge of the dog rules with the letter of the law. First I'm not going to get a health certificate and if they turn my burro around I'll just enter through Otay and take my chances. This is a STUPID law that just was not thought through. My dogs are my family. They dont have parasites and they dont mingle with the local livestock while at home in Mexico.

I hope this all encompasing enforcement is not the curent path that the Mexican government wants to take. By sending us (Ex-Pats) home they take food out of the mouths of locals.

It was a legitimate question. I have no agenda. There are a host of laws that pertain only to tourists. It would be nice to know if residents are exempt.

good question. And I humbly admit that I do not know about how to get rescue dogs north. In six years of regularly crossing with my dogs northbound- I have only been asked one time for their rabies docs- and that was because the animal shelter was doing spot checks at secondary that day.

Some latitude written in there, but if they want to use it to waste your time and money they certainly can. The first part, about the bedding and food, may be a wake-up for some folks. It's pretty clear that the birth country being MX is not going to be an out.

I have been in and out with as many as 3 dogs lots of times with no static from either side, but if the immigration p***ing match continues to escalate, who knows.

If you hit them on a picky day with three dogs you'd have to shell out about $150 (1640 pesos), so a $100 USD mordida max should do the trick to be on your way. At least we'd be back to the Old Mexico we understood, knew how to deal with, miss and loved.

Who knows what they'd charge you for the Mexican rabies, parasite treatment and health certificates at their POE vet?

I really hope the "Rabies, Health Certificate, Parasite clearance and the 2 Dogs Free shuffle" dies a quick death. Mexico isn't, shouldn't and won't slow down incoming visitors because of anything Arizona does. It's probably a fresh-out-of-training thing as another poster mentioned. Hope so.

If you are an FM-3 holder- are you a visitor? Most of this animal code seems to apply to the importing of farm animals for breeding. I'm confused who this code is for and why so much is covered under one import code. ??
