It's been there for years, at least for the nearly 20 years I've been coming to San Felipe (former Pacific side guy). The power lines leading to it
were installed at least 15 years ago. It partially closed for about 5 years but recently re-opened and I read on SanFelipe.com.mx it was in full

Maybe right after the mid-term election when the Fed raises interest rates. That should crash the price of oil and gold.
