There are a lot of interesting statistics in the article like,

The article failed to mention one reason for the decline that occurred in border crossings. That being the passport requirement. As has been attested
to on several threads, it would appear that the lack of a passport is not something that will find you getting punished by anything more than a delay
and a tongue lashing. However, I'd hazard a guess that there are quite a few folks not holding passports who just don't feel like taking the chance.DENNIS - 7-13-2010 at 11:32 AM

That means a quarter of the traffic we see at the San Ysidro gate is visitors returning home?

I got through San Ysidro on Monday around 8 pm in about 28 minutes.
