MEXICAN POLICE TO PATROL NY?

NEW YORK, New York — In a series of events which has caused wide notice and a storm of protests, the government of Mexico, through its consulate in New York in the United Nations, has announced it will begin patrolling the New York City borough of Staten Island to “safeguard” its nationals there.

The actions of Mexico come after a series of incidents the Mexican government terms “bias attacks.”

Ironically, these so-called “hate crimes” have been perpetrated by blacks and Asians, indicative of rising tensions between various ethnic groups in the U.S. The Catholic Examiner and NBC New York both reported the Mexican government’s intention to mount surveillance, patrol and police in and around the Staten Island community of Port Richmond, which in recent years has seen a large influx of Mexican illegal immigrants.

Since the Examiner’s coverage, however, councilor officials, city hall and the local press have begun to carefully de-emphasize any possible role of Mexican law enforcement or military in efforts to secure the neighborhood.

Mexican officials have set up a neighborhood office and a local phone hot line for their nationals to report “bias incidents”—regardless as to whether they are in the United States legally.

New York City police had been monitoring the situation and investigating the reported assaults as local crimes. The actions of the Mexican government have caused Mayor Michael Bloomberg and Police Commissioner Raymond Kelly to order what many observers say is the most concentrated police mobilization since the World Trade Center disaster.

The main street of Port Richmond was swiftly transformed into what the New York Times described as a war zone like atmosphere with over 120 newly assigned officers, high-intensity night lighting, two huge “sky tower” police observation posts, frequent helicopter overflights and 20 police cars to watch the center of the relatively small neighborhood. Several long-term residents described it as a constant hornet’s nest of activity.

Both published reports and residents say that reports of fights between Mexicans and other groups began years ago, in the late 1990s or early 2000s. Many charge the present round of incidents started in 2003 with one loss of life in 2006, which might not even be connected to the present series of events.



At a major community gathering held at the historic St. Phillips Baptist Church, speakers addressed the current situation in the neighborhood and the borough, while Mexican councilor officials looked on.

But while the Richmond anti-violence organization and assorted left-leaning journalists who attended may have been expecting a mea culpa from local residents, what they got instead was a blast of community push-back. Speaker after speaker from the black community told of horrendous conditions the largely illegal immigrants had brought to their community. Speakers described the pattern in communities affected by an influx of illegals.

Community residents, many of whom are black first-time homeowners, told of constant disputes, alcohol and drug sales, late night disruptions, trespassing and public urination.

Others in the audience, who declined to testify, spoke of men wearing clothes bearing symbols of La Raza, Aztlan and other militant pro-Mexican groups.

They also spoke of repeated attempts to summon the state liquor authority’s enforcement agency to deal with the surging illegal liquor sales in the area, with little in the way of a response .

Mexico annexes Staten Island

In the wake of several physical assaults made on Hispanic men in the Port Richmond area of Staten Island since April, the Mexican Consulate in New York has decided to station their personnel there to prevent any further violence. The crimes are currently under investigation by NYPD as possible hate crimes. According to Staten Island Live: “the victim in the most recent attack, a 40-year-old Mexican immigrant whose name is being withheld by the Staten Island Advance, was back in his Mariners Harbor home, recovering after a group of men swung a scooter at his head, breaking his jaw Friday afternoon. The victim — a construction worker who has lived in the U.S. for the past 20 years
— was on his way to a deli after playing soccer at Faber Park when police say he was assaulted by five black men yelling racial epithets.”

This is apparently, the sixth attack in the area since April where ethnicity has been claimed to be a factor. Two of these assault cases have already been closed by NYPD with arrests and convictions. The Grand jury in both cases felt there was no indication of bias. Both defendants have pleaded guilty and have been sentenced.

“We will act decisively in order to protect our citizens and will actively promote that those guilty of these vicious attacks are brought to justice expeditiously. We are working hand-in-hand with local authorities on all levels,” said the Consul General of Mexico in New York, Rubén Beltrán in a statement emailed to the Staten Island Advance.

“In response to the escalating violence against Mexicans in Port Richmond, Staten Island, the Consulate General of Mexico in New York is posting personnel that will remain in the borough until further notice. This, in order to safeguard their rights and effectively assist and provide information to the Mexican residents of this area,” Beltrán wrote.

“Mexico will act decisively to protect our citizens… the Consulate General of Mexico in New York is posting personnel that will remain in the borough until further notice.” The fact that Mexico can make such pompous statements freely in public without fear of a backlash from our local, state, or federal governments says many things. Mexico feels emboldened to freely spout its opinion regarding US immigration policy, even to go so far as to attempt to bully what is arguably one of the greatest law enforcement agencies in the world-The NYPD, despite their exemplary investigative work in these cases. That the Government of Mexico feels it can arbitrarily thumb its nose at our laws and sovereignty demonstrates the level of respect the Obama Administration garners from around the world. After all, if Mexico was really concerned about the safety of its citizens, it would be consumed with the problems along its border where drug cartels have mounted an open rebellion against the government. Thousands of Mexican nationals have been killed with little progress to stop the mass murders. Maybe Consul Beltrán should post a few of his people down there, in his own country.

How can Mexico place Mexican Police anywhere in the U.S. without the permission of the U.S. Government?

Likewise, we cannot send a police force or the military into Mexico to fight in The War on Drugs without the invitation of the Mexican Government. Such actions violate the sovereignty of both nations. Mexican national pride will not allow this, at least, openly.


Individual agents do operate in Mexico but are clandestine. They move about with a wink and a nod. Others are invited in to work on specific cases.

Although it may not be legal, constitutional or in keeping with our traditions, Bush created and signed many new executive order policies, such as SPP agreement with Mexico and Canada which included foreign military training and exercises in USA and abroad, all done without congressional support or a vote of the people. http://spp.gov

In the USA there have been foreign military forces policing ever since, Obama has continued Bush policies and in many or most cases expanded those executive actions.

One reason to employ foreigners to run the Pentagon, policing and military is that foreigners are not familiar with the US Law, the Constitution and our tradition, as such they and are more willing to follow orders which may be illegal in our country, such as torture, assassination, holding someone without charges, kidnapping otherwise known as rendition and extraordinary rendition and of course gun confiscation, all of which are illegal traditionally in our country but now are reportedly occurring under Obama's Administration as a continuation of previous Administration policies.

Currently, there are more contractors in Afghanistan and Iraq combined than US Military employees and between military and contractors most are foreign and have no understanding of US Law.

What I'm getting from this is that whoever they are, they will not be conducting actual arrests, but rather serve both as observers and liaisons.

Just reminds me of the diaspora. Never would have thunk Staten Island would be a Mexican stronghold. Growing up back there in the 50s and 60s there were no Mexicans in the city. If you wanted to perfect your Spanish Harlem, misnomer that it was, consisted of mostly Puerto Ricans.

I don't believe this includes a police force invading a neighborhood in the United States. Is this happening? Where is the outrage? Why hasn't the press reported on this?

And, if so, isn't this reciprocal? Why aren't our armed forces invading Mexico in the so called "War on Drugs". My cynical-self would say, "because wars are an industry and are necessary to uphold the economy; drugs, weapons manufacturers, prisons and bloated military budget". :smug::(

I understand this is difficult to wrap our heads around, there are currently cooperative foreign military in both countries as well as abroad as policy, again, foreigners and contractors make up the majority of manpower in the combined theatre of Afghanistan and Iraq.

On US or Mexican soil there are foreign forces who train together, perform exercises and who police, act as military etc... What authority they have is simply the word of someone deemed to have given them authority and immunity, while the legality is questionable, few seem to be willing to pay attention, read and educate themselves or speak to the issue as evidenced here, or do anything, including the Supreme Court.


Seems to be a total disconnect between what is happening in the world versus distractions like Dancing with the Stars, American Idol, Lady Gaga, Paris Hilton, Football, sports and gossip magazines. I believe this is called short attention span or cognitive dissonance. I am posting the direct links here across media sources and official government sites to highlight the numbers and facts.

Authors have discussed this trait in humans for eons, Edward Bernays, H.G. Wells, Aldus Huxley, George Orwell (Eric Blair), Goebbels.

Here I point to the SPP which is a signed agreement between then President FOx and Bush to allow cooperative Military, training and policing. At that time Posse Comitatus Act had been in place since 1878 which forbid US or other Military from exercising or operating in a State policing function, peace officer etc...

I posted the following links which show the official foreign troop visa application page, and reports of just a few operations including a map by the Foreign Embassy of France which pinpoints the location of foreign exercises, troops and discusses specific actions.

These are official government reports, I can post links to actual video too, yet you have what appears to the majority here or anywhere unwilling to believe what they read and see and experience perhaps because it doesn't jive with what we would like to believe-this is called the irrational being.

We, as humans would prefer our fantasy in our minds than the reality of the world we live in, so a simple notion, an idea if repeated often enough will stick in your brain over the reality of what you see and experience. For example people might believe cigarettes are cool while in fact the reality is they are a disgusting habit that will certainly kill you, or perhaps that you need a porsche sports car because it's cool while in fact it serves little practical purpose whatsoever and will certainly increase the risk of injury versus a slower larger vehicle. Or a more applicable example would be that the US needs a strong defense and especially a strong Navy with powerful and costly ships while in this day and age, missles may travel distances far exceeding the range and speed of a Navy Vessel which leaves these heaps of rusting metal as sitting ducks and increases our risk and exposure and certainly our costs, while no standing Navy Commander can stand up and say, the Navy is no longer worthwhile funding-because it is a huge industry and we have an emotional attachment, while in fact funding the Navy may be the weak point that leads to our demise along with many other mistakes based on irrational decisions-Mission Accomplished! Again! or didn't they just report that US combat troops were killed again today in Iraq after the second end of the war! Argh!

Hopefully anyone reading these reports can see this is all funding a false theatre of it's own demise, while in fact each of us are the ultimate point of humanity, each person is infinite, with the capacity to love, forgive and to think critically, to understand that you may choose to give power or not, you decide how to live your life and by your actions you create the world. Simply by denying the power to these false authorities, crooks and liars, you reduce them to nothing more than a waste of resources. You must understand who you are, you must understand natural law and at what point you make a contract with the state and it's laws and at what point you do not conform and support illegal actions. Individuals are the highest form of society and the government is your servant.

gnu has more basis in reality than all you guys think. the german air force is flying our bombers at an air force base in new mexico. at 29 palms i see all of the european soldiers they have training with our boys. i realize we cross-train oversees every day..... why do we want them to know our weapons and strategies for battle?

when the crap hits the wall our forces won't go house to house kicking in front doors. UN forces will. they will have no qualms about something called posse comitatus.
