A reminder that the Baja California Department of Tourism has made it a continuing point that tourists (in Tijuana, Rosarito, Ensenada, and now maybe
in Mexicali) can send their fines for traffic citations in by mail. Here's the note on this directly from the Tourism Dept's web site:

If you are stopped by a police officer for a traffic violation in Tijuana, Rosarito Beach or Ensenada, you should always politely insist on a written
citation that you could pay either at the police station or by mail.
Tickets in the City of Tijuana can be paid by sending a check or money order made out to:

For the cities of San Felipe and Tecate, traffic fines must be paid at the police station.
While driving through Tijuana for a vehicular tour of town for my new bride, we were stopped by a well-intentioned Police Officer. The reason for
being stopped, was my tinted windows (as shown below).
The officer tried pressuring me to pay him, but I just didn't have the extra money to give away. The officer took my drivers license and
registration, but I still refused to give him money.
In an unrelated situation in Mexicali, I was threatened with having to leave my Rubicon on Calle Cristobal Colon while I would have to sort the
problems out at the Police Station (for towing a disabled vehicle w/unapproved tow apparatus - a tow rope). On the side of the street, the Police
told me it was not possible to send my infraction in via mail.
The situation in Tijuana was so unsettling, that my wife does not wish to return to Tijuana (unless walking/or in taxi cab) for fear of the Police
there. For me, this kills the fun of traveling south of the border. Oh well, insurance rates keep going up...David K - 9-13-2010 at 08:25 AM

The no tinted front windows have been discussed here fo quite some time, with the solution being to just drive with your tinted windows rolled down.
Since this kind of dark tinting isn't allowed in California for the front windows, how do you get by north of the border?DENNIS - 9-13-2010 at 08:45 AM
Doesn't seem to be overly tinted to me, judgeing from my ability to clearly see that air freshener hanging from the mirror.

The windshield has a 0% UV window film on it, the drivers and passenger windows have a 31% UV tint - not dark, but not clear, either.
I just waited for the cop to give me back my documents, and we agreed to keep our windows rolled down while in Mexico.
At the border, I got hassled for the stamps from Central and S. America. I just sat, and waited it out just like with the Tijuana Cop. Same dumb
