I'm not sure if you're refering to a real church or what, but, and you probably know this, it's my understanding that if they do in fact complete the
task of building a church, it becomes a taxable property. I don't think I've ever seen a church without scaffolding set up somewhere around it.

I predict that 2011 will mark the 2nd year oladulce and BigWooo will have been waiting for their 3rd and final
attempt (spanning 6 years) at getting an Environmental Impact Study through SEMARNAT that would've allowed them to build their modest little, low
impact casita and live happily ever after in Baja while being good little gringo retiree foreigners.
But while jumping thru the hoops and over the Mexican government hurdles, they will fall, hit their heads and subsequently forget what they were
waiting for.
So instead, they'll stack the 3000 concrete blocks that had been sitting idly in their yard waiting for the construction that never began, in to a
pyramid. They'll conduct nightly laser light shows in the desert with the power generated from their unused solar panels. They will convert the
mammoth, mega-dollar, 4 concrete chamber (only partially used) , SEMARNAT-dictated septic system in to wine cellars not remembering that they aren't
big wine drinkers, but will live happily ever after anyway.
