Duty rate on solar power materials

Anyone know what the duty rates are for bringing solar power materials into Mexico, i.e., PV panels, batteries, inverters, wiring, etc.? Cites to government sources for such info would be helpful.

I had a system shipped from the states by an importer and I paid 11% duty plus the freight. I think they'll nick you for 15% at the border if you bring it yourself.

Does that mean that the freight charge is 13%?
