Would like to bring Citrus through TJ. Anyone had any problems? Is it illegal? Do I need to declare?

you are allowed one live Christmas tree- so just put some tinsel and ornaments on it and say you are late this year.

I would check with some of the plant nurseries in the area that you intend to plant. The trees should be acclimatized for your area for best results........

Stop at one of nursery either south of Rosarito or South of Ensenada on the east side of the road. Again in Card##as in front of the Military base on the east side of the road. Lots of places to buy plants. Try Home Depot.
if they see your plants at the border they will take them.
