I've never gone thru Tecate heading south. Do they have an office and a close by bank to pay for your tourist card (visa) like they do at the San
Ysidro Border crossing? Is it open 24hrs?

See the post titled Tecate Border Crossing. ( That post is about a dozen posts before yours.) The office to pick up your tourist card is about 1/2
block south of the border and the bank is another two or three blocks further south.
