Unless things have changed recently, no US law enforcement are allowed to carry guns in Mexico--not even the DEA who work with Mexican law
enforcement.
More interesting, perhaps is that they were on the main federal highway from Mexico City to Monterrey--where were the Policia Caminos Federal that
they allowed the time and opportunity for a group of criminals to set up a roadblock?
I hope that the US federal authorities will pursue this case they way they did the case of DEA agent Enrique Camarena, though the circumstances were
quite different and that may be asking too much.
