I suppose that it's a low overhead project to pay locals to bug locals. Villa Group is spending a ton to build their project and they are not going to
sell many time share units to local Loreto tourists. They seriously have to increase the traffic to the area, whether by subsidizing flights from the
States, or by providing massive financial incentives to their current owners in Cabo, PV and Cancun.
I'm thinking specifically of Grupo Mayan that built a massive project in Puerto Penasco. They continually offer two for one promos and highly
subsidized transportation to Rocky Point from Sky Harbor in Phoenix.
