This is nothing new. In the 1990's I worked for a chemical distributor in the US that also branched out into Mexico. One day we were at the truck
crossing at Otay where trucks were being inspected before heading back to the US. Our Mexican salesman told us that trucks from certain companies
were never inspected. The US officers just let them right into the US.
