New MEX 1 Road Structure???

I was driving North yesterday and between Santa Tomas and Maneadero, about halfway between each (new road section), there is a temporary, Military Check Point. Beyond that, there is a new, open air, Metal Structure that looks like a "Toll Road" collection point. I'm sure it's not, but does anyone know what it will be and the purpose? Sorry in advance if this has been discussed before here on the Board.

It has been discussed here and the best guess seems to be moving the Military Check Point to that location. I am sure you will get a lot of opinions. Jim
