The crackdown didn't fall apart, the new open-court Mexican judicial system wasn't ready. IMHO, this was the case for martial law- which would result
in military courts and judges. The judicial reforms are there, but the players need more playtime to get good at it- let alone prosecute a case of
this scope. They should send the Mexican IRS after them for income tax evasion (follow the money- no cops are corrupt for free).

A crime circle requires victims, thieves, stolen goods vendors, police, investigators, prosecutors, judges, etc... if any element fails or is missing
- a crime ring doesn't exist by definition. You can see why Mexican criminal rings are rarely prosecuted, it's too easy for the ring to be broken by a
failure-otherwise known as corruption.
Comparatively, USA has a worse system, where corruption is built in to every institution, drug dealing is the number one business of institutional
government.
You may have seen this illustrative story today, in Ciudad Constitucion the regidor was arrested by the police for driving a city provided vehicle
that was noted as stolen. The vehicle was in the municipal auto pool, presumably with the knowledge of police but only now did the city police chief
decide to pursue the issue at the same time the Regidor Jesús González Estrada was driving it.
