Possible Robbery On Free road By Rosarito Police Officers.4-19-2011
I will keep try to keep this short.
On 4-19-2011. I was pulled over by a Rosaeito Muncipal Officers in a pick up around 2030 PM while en route to my home in Bajamar from San Diego. It was near KM 32 on the free road. The Sun had set it was beging to get dark.
Initially, when I was pulled over with ( “Lights Only) No siren The contacting Officer who approached my vehicle( driver’s side window) asked me for my driver’s license and I complied. The second Officer provided cover and stood to the rear of my SUV.
The Initial contact Officer came up to my driver’s window and asked for my driver’s license and the registration. Again. I complied. After showing him the California’s drivers license he asked me to step out of the vehicle. Mind you I was driving home and was not under the influence of drugs or alcohol.
I questioned his suspicions and asked to be brought to a magistrate.
The contacting Officer then asked me to empty out my pockets and I compiled with the utmost respect. I emptied the continents of my pockets onto the hood of my SUV the initial Officer ASKED ME TO EMPTY THE CONYRNTS OF MY POCKETS ONTO THE HOOD OF MRRHI, WHICH contained my money ($350 Cash Americano and 2,500 Pesos) clip, my wallet and my vehicle house keys.

The second Officer who was stationed to the rear of my vehicle asked me to open the trunk. I then walked to the rear SUV the vehicle and opened the trunk. It should be noted I could not see the first Officer who was standing by my valuables. The Second or back up officer made small talk with me while he searched my briefcase for contraband in the trunk.

Approximately after I returning home less than then 10 minutes later I discovered over $400. Dollars cash and 2,700 Pesos were missing from my money clip.. immediately called 066 and repotted the robbery.

Actually, it's been my experience that 066 is the catch-all for calling police down here in La Paz. I once tried to find another number to inquire as to how long I had to tolerate loud music in the wee hours of the morning--definitely NOT an emergency--but was told by the police dispacher that 066 was the appropriate number to call. Go figure.

gnukid - 4-24-2011 at 09:52 AM

The few times a baja cop has asked me to empty my pockets, while they had big guns and were acting drunk and threatening, I always say you don't have permission, they always look down sorta dejected and give up. On one occasion I pulled out my wallet from my pocket and said this is mine and put it back. It's important to stand your ground, or at least try to stand your ground, if they want to rob you, they should be required to do so in a a manner that is clearly theft in your face while you look them in the eye.

Baja cops taking your money from your wallet is apparently common. First mistake is having money, second is showing it to them, third is leaving it there and walking away, fourth is failing to object immediately, fifth is failing to identify them clearly...

Mexicorn, remind yourself that you are the highest authority over yourself, thieves have no authority over you nor do they deserve your deference, that should be demonstrated by your professional demeanor, with respect to/for yourself, civility and the law. The bad guys/bad cops will always absolutely back down, cower and walk away as soon as they see you as someone who is not an easy target. Thieves are cowards.

baronvonbob - 4-24-2011 at 09:56 AM

Monaday Morning Quartebacking is easy. There still is a bit of intimidation involved, especially with what is going on in Baja.
Interesting how many pieces of advice indicate that two armed individuals are nothing to worry about, just tell them to kiss off.

David K - 4-24-2011 at 10:02 AM

How does one pick up a money clip with all the money removed from it (actually more money removed than what was in it to start)... and not notice money no longer in it, when putting it back in his pocket?

krafty - 4-24-2011 at 10:05 AM

Don't Baja's finest usually wear name tags? Any chance you got their names? :light:

monoloco - 4-24-2011 at 10:06 AM

In my neighborhood there was an attempted burglary a few nights ago, the police were called and they attempted to pull over the suspects' vehicle, the suspects just kept driving and went straight home. The police claimed that they had no right to pursue them on to private property and there was nothing further that could be done. I only mention this because it seems like a strategy that could be used to avoid police shakedowns, don't pull over, just drive on home, once you hit your driveway they apparently can't touch you.

The police have the right to pursue while in pursuit and they are required to do so (they can't arrive later and enter the home without being in pursuit or without multiple witness testimony.

Clearly, you can see that the police failed to pursue, possibly for other reasons, or by agreement. From the description, this is conspiracy to commit a crime, collaboration, failure to perform, lying, obstruction etc... This is a municipal crime that must be pursued by escalation to federal or higher court naming the cops as conspirators. It should also be reported to the newspaper and TV as well. As you can see one must ask names, copy them down, take a photo of people, and put peer pressure on cops to do their job or they won't. The cops likely went back for their cut, which would be any amount of money, as little as 20 pesos.

Bummer experience. Lots for being learned here, sorry the lesson was an expensive one - at your expence. Thanks for sharing.

Let me add this...

mcfez - 4-24-2011 at 11:55 AM

Whenever we go thru any check point, I have all my documents, passports, whatever...in my hand. I wouldn't be trusting enough to leaving stuff in the car during a inspection......much less on the hood of my car.

In the USA...the cops are NOT allowed to handle your wallet unless you are indeed under arrest. You must pull out you DL and hand it over to the officer. I am not sure if it's the same in Mexico.

Thanks FU How’s things down at Las Gravitas where I understand you’ve been possibly sighted?

So here's a little follow up. I met with the Commandante for Two Hours on the 2oth. He myself four lieutenants two captains sat down for a few hours and looked at photographs for a while when and the I asked him if the had a Roster who worked Patrol in Primo Tapia the night of the incident,
Sure enough they had one.
They hooked up the Lap-top to the 52" bbig screen and I positively indentified both men.
Within 30 minutes the Debnuncias were typed {That’s terminiation paperss for those les inclined to udnderstand the Mexican legal system) and by 1500 hours yesterday these two yahoos were out of a job. Nope no paid holiday, no administrative leave with pay while Office of internal affairs takes up to a year to find just cause in upholding the termination, No CCPOA mouthpiece like me arguing their point. Just see you later Oh and enjoy old Mexicans money what’s left of it.

So Fu when we going to get together down at Pescadores so I can give you that Knuckle sandwich you've been so badly aching for?
Signed
Mark A Valdez AKA Mexicorn
From Bajamar
Also I heard The Footprinters is looking for a few good spineless men to join up have you given it any thought?
Maybe you can make your way up to V.P. like I did.
When that day finally comes ask Harry if he can show that Photo he embellishes so much where he in the middle of Benjamin and Ramon Arreallano drinking a beer.

All I remember was how he said they were always very generous to the organization.
How many people did they kill?

A denuncia can get someone fired, or maybe transferred or suspended...temporarily. Trouble is that most Mexican workers are represented by powerful government or union interests. It is virtually impossible to fire anyone.

gnukid - 4-25-2011 at 11:02 PM

What most posters, including Fulano, misunderstand is that this scenario is extremely common, common as dirt. There is nothing surprising about the thieves robbing someone, nor anything surprising about reporting it, those are not worth batting an eye. So what.

The alleged thieves may have been asked to go home, much like they would have in the USA, likely with pay. A process would begin, and they either would return or not, usually with pay for the duration. No one would be surprised or mad at anyone. Not at the thieves nor the victim.

The reason no one is mad, is because there is no reason to be mad. Nothing happened. In Mexico, a denuncia is the first step of many, many steps which almost always fail to be completed, this is something known by all. A victim is unlikely to pursue the case through the many visits, many canceled or missed appointments, many nonsense appointments, many miss addressed appointments, etc... nothing will happen and no one is going to be mad, no one is going to be mad a t a victim and no one is mad at the thieves-this is either the problem or the advantage of Mexico depending on your virtue.
