no, not any more since they did away with the boat permit requirement.

But if you are to fish off of it....you'll need a Mexican Fishing license.

If you have any fishing equipment on board; pole or spear you need a license..

Hola bacquito,
about 4 years ago, one of my friends left los barriles with a kayak on top of his suv and went to la paz to take the ferry to the mainland to continue
his journey southerly. as his kayak wasn't registered, they didn't allow him to board.
since he was so determined to travel the mainland, he drove north and around the sea of cortez and drove down the mainland.
i advise you to check with the proper authorities as the rules may have changed ?

I know some kayakfishermen that who fish the
PBanda area, they have in yrs. past purchased a
boat permit for kayaks. As posted, the mex govt
did away with the boat permits, maybe 3-4 yrs back.
So your friend who was boarding the ferry may have
been in the time when boat permits were required,
or the ferry personel hadn't got the memo
