Driving home from Ensenada, North of Pta Salsipuedes, on the West side of the tollroad, we saw a large, new concrete block wall and collection of
structures, some with "guard towers".
The area, and a large amount of land around and nearby, is enclosed with a tall fence with Vd barbed wire and razor wire.
A new prison? New military complex?? What???

I think you're talking about the Sempra LNG Facility. Ships come in there and unload gas. They had problems with the city of Ensenada recently which
may account for the heavy security presence.
