Alleged to have been enforcer for traffickers

TIJUANA – For a year and a half, people were ruthlessly killed, once five at a time. Police officers were prime targets.
On Thursday afternoon, state authorities presented a man they are investigating as having committed some of those murders, 22 in all, from mid-2009 to
January of this year.
They identified him as José Manuel Alarcón Jacobo, 36, who went by various nicknames, including “El Ceviche,” “El George,” “El Canti” and “El Yoto.”
He was arrested Wednesday in the El Dorado neighborhood on the city’s east side, they said.
Among his victims, according to authorities, were five state and municipal police officers killed in less than one week and a leader in the state
Attorney General’s Office.
Authorities allege that starting in mid-2009, Alarcón was a gunman for a criminal cell led by Teodoro “El Teo” García Simental, the operational chief
of the Sinaloa cartel in Baja California.
After García Simental was arrested in January of 2010, Alarcón is alleged to have gone to work as an enforcer for smaller-scale traffickers who
survived the bloody war between the Sinaloa and Arellano Félix cartels for control of the border region.
According to authorities, Alarcón’s role was to kill or kidnap people who worked for the criminal cell run by Fernando Sánchez Arellano or
uncooperative street drug dealers.
Alarcón told reporters that he strangled some of his victims and shot others on the orders of his bosses.
State authorities said they are investigating Alarcón for the murders of:
* Andi Arce and Felipe Gallegos on July 24, 2009, in the neighborhood of Praderas de La Mesa
* Municipal police officers Arturo Flores Espinoza, Napoleón García Pérez and Marcos Samuel Kuk Sierra, on Sept. 19, 2009, in Playas de Tijuana
* Municipal officers Juan Carlos Chapol Ignot and Jesús Rosario Aguilera Medina, on Sept. 25, 2009, in Ejido Francisco Villa
* José Luis Humberto Vázquez Cervantes, who was the Secretary of Agreements, a post within the state Attorney General’s Office, on Dec. 1, 2009,
in the El Mirador neighborhood
* Samuel García Cervantes, Jorge Alejandro Feliz Gutiérrez, Javier García Sevilla, Gerardo de Jesús López Gastélum and an unidentified woman, on
Dec. 15, 2009, inside a restaurant on calzada Tecnológico
* José Alonso Espinoza Bojórquez and José Alonso Espinoza Ortiz, on June 2, 2010, in the old highway to Tecate
* Eloy Soriano Juárez, on Nov. 21, 2010, in El Florido bridge
* Refugio Vera López, Nov. 23, 2010, in colonia Héroes de la Independencia
* Tomás Doroteo Negrete Ruiz, Regino Rubio Olmeda and Jepte Jiménez Hernández on Dec. 1, 2010, on El Dorado Boulevard
* Jorge Humberto Marín Martínez on Dec. 4, 2010, in the Los Lobos neighborhood
* State police agent Rafael Guerra Acuña, on Jan. 8 of this year, in colonia El Pípila
At the press announcement, a reporter asked Alarcón how many people he had killed. He responded, “about thirty.”
