List of Former Tijuana Mayors?

Does anyone know where I can obtain a list of former Tijuana mayors? Specifically, I'm looking for a man named Ramirez and the years he served.

I've searched numerous ways on Google (in English) and have come up empty.

Wasn't it a PRI world back then? Elections weren't much more than a Dog and Pony show for the people to play Democracy.
