Raymond Novelli at it again. What's up with this guy and why don't they deport him. I guess tearing up the federal beach zone without government
permits and environmental studies don't matter for this guy. Besides he is trespassing on someone else's land.
They fine him heavily, imprison him, and send him back to Canada.

I suppose it's significant that the names of the perpetrators of this destruction (and assorted charges of fraud) are omitted in the main bodies of
the newspaper stories. Those details are covered to some extent in the comments that follow the "news" stories.
The news magazine published in Tijuana, "Zeta," fingers the former governor, former mayor and a prominent notario as participants in the Maravia

Looks like a path of destruction along the eastern edge of the beach? How far from the small palapas?

Which palapas, the restaurants at Tecolote about 400 yards north or the fishing camp about 300 yards south? It is some of the most beautiful beaches
in baja and some ass clown decides to dig a trench to lay some pipes into the ocean without permits and environmental studies. All done under the
cover of darkness. Damage is done and Novelli the bandido should pay heavily and be deported back to Canada.
If this was the US he would be done and in the slammer.

Yea Gov. Agundez is out and Novelli lost his backing.I thinking the new Governor is looking into all his fraud.
Building a desalination plant in such a pristine area without proper authorization and without regards for the environment is truly a crime. Working
only at night shows his deceit.
That land he trenched through to get to the federal zone is in possession of a Mexican citizen however Novelli trespassed.
