They had the whole thing shut down this morning and were sending everyone to Otay Mesa.

Sounds like Pescador's report is first-hand.
San Diego Union Tribune reported as of 9am today:
"Some lanes were reopened by 6:30 p.m. By midnight, 13 of 24 lanes were cleared, including eight regular lanes and five SENTRI lanes as well as the
bus lane."
