Question for Ocean Savvy Hunter/Gatherers

Yesterday, we saw two wet-suit clad snorkelers walking around and then "diving" face down in two-foot-deep water with the surf washing over them.

They were carrying large plastic bags and what looked like six foot long steel rods. At first, I thought they were spear guns, but who spears fish from a prone position in very shallow water with zero visibility?

We have seen many people climbing around on top or the rocks exposed at low tide, but this is something new.

probably pillaging the shallows on their way to deeper waters. those must have been hawaiian slings. did they stay shallow?

They worked along the tide line, from north to south, but they were always in water that didn't go above their waist.

I could track their location easily, because they had a dog that followed them on the shore.

Clams are the only thing that comes to mind. Using the rods to pry them up???

Pulpo. Octopus hunters. They stick a wire or something in between the rocks. If they feel tension, the octopus has grabbed on. Then they squirt bleach in the rocks using a tube. The pulpo doesn`t like the bleach and comes flying out.
