At the border is the only place in Mexico* to obtain the tourist card, look for the office with INM on it. You must have a valid passport!
* without violating the rules by driving too far south or staying too long in Mexico.
Getting it further south than the border could cost you a fee of up to $100 dollars. That is what happened to our amigo edm-1 when they arrived at
Guerrero Negro with only one tourist card. His wife wasn't able to get one at the border because her passport was expired, so they took a gamble that
they could get it at the checkpoint at the Eagle Monument near Guerrero Negro... they did, with the fine.
