'the letter' FM2/FM3 renewals

okay, have done this seven times and am stymied this year...requirement #4 is a letter to the jeffe of INM (it's not clear whether he's local/state or national, but at least the office gave me a name) stating, and I Google translate quote:

writing and under oath in the remaining expressing the conditions under which it was granted the migratory characteristics, as well as demonstration of the activities are performed.

I've never done such a letter, although I was handed one last year, signed by an unknown party, presumably gringo, and told to cross out his/her name and add my own. Unfortunately, I then passed that letter along to the next person who asked what was needed and neither of us kept a copy

so....what is it I'm supposed to say? another copy or example would be swell if someone has one.

This INM crap is getting more ridiculous by the day. Seems as though each office makes up their own procedures. I just last week renewed my FM2 and didn't have to submit a letter of any kind. Never have, in fact.
They go out of their way to turn everything into a bunch of third world nonsense.

What ever happened to all the new rules and regulations they were so proud of earlier in the year? Nothing has changed.

thanks...DaliDali. nice that you're also from Loreto, so I hope that one will work.
from my research, it seems that one must swear that one's situation hasn't changed since the last, or maybe it's the original, application. and/or one must state why one is applying (for the fun of beating one's head against the bureaucratic wall?) and/or a variety of other suggestions and possibilities.

We've needed the letter to the subdelegado each time, expressing what we'd like to accomplish- it's not new for the La Paz office. The wording has changed slightly depending on what we were requesting- a first time application vs a renewal, FM3 or 2 etc.

Dali's version is very similar to the one I use. For a renewal, the INM agent said the most important part is where you swear that your circumstances remain unchanged from your original FM2 or 3 application, blah, blah. They didn't want the bank statements, proof of our residence, copy of fideicomiso etc this year because "the letter" confirmed that our situation meets their criteria.

I address our letters to the Subdelegado de INM, La Paz, BCS or something like that and haven't needed to know the person's name so far.

The "I swear nothing's changed" paragraph was added about three years ago.

Sure is easier than bringing all that other documentation.

When the La Paz office started with this paragraph they just offered a pre-printed declaration at the counter on a separate form. Now they want it included in the letter of request.

actuallly, eventhough you may never have seen it, our facilatator, Carlos, does submit the letter with every application (ask to see what's in your file next time you are by there)
