The city of Ensenada is pulling financial support for many pro-tourism events. No mention of the Wine Festival at this point. Was that run

"Ensenada, B.C. - The municipal government will suspend all economic support for the Ensenada carnival, the off road races and the Rosarito-Ensenada
bike rides, announced Mayor Enrique Pelayo Torres.
He said that these and other tourist events will be given full logistical support necessary for them to carry out their events, but there will be no
monetary support for established and profitable events.
He assured that this year they will not give one peso to the organizing committees for the Ensenada carnival nor the promotors of the Baja 1000 and
Baja 500. He added that this decision will also apply to the two editions of Rosarito-Ensenada Bike Ride.
He said the reason for this new policy for two reasons. The first one that the city has no money, and second they are activities whose return is
guaranteed, so it does not require the municipal authority to finance its implementation."
