is it better to get a visitor's visa at the border (I might walk across
and get it before driving in) or is there somewhere else to get one before crossing the border (preferable)

enjoy the mania that is regulatory compliance and get one at san ysidro. plan to spend some time there and get your car searched too! pull up in the far right lane and the metal gate will open automatically. park and ask for tarjeta turista.

This has been talked about before. You can search. I would join Discover Baja or Vagabundos and get permits, insurance, and info before crossing in Tecate. Tio

Vags (in the delta area) and Discover Baja (in San Diego) both sell the FMM tourist cards (they're not visas)... BUT YOU STILL HAVE TO STOP AT THE BORDER TO ACTIVATE THEM WITH A STAMP FROM INM!

So, since you have to stop anyway, you can just get them there at Tijuana border... provided the bank teller and INM is open. The pre-paid ones are handy if you cross when & where there is no open bank, so just the INM officer needs to stamp them.
