Go to the administration office of the local Seguro Popular Hospital there and they can direct you to the enrollment office.

Usually, it is in the General Hospital for that town. San Jose has a general Hospital, and I think there is also one for Cabo San Lucas. The website
for Seguros Popular gives the directory of all the offices.
