Got this off another Baja forum.
I have no idea what this Proceso website is, but in over 12 years of spending partial winters in San Felipe, I have heard of no military atrocities at
check points or in the town from any gringo or Mexican civilian.
Murders, taking entire families hostage, false accusations, beatings and torture
are everyday things for the inhabitants of San Felipe, a port in Baja
California, that suffers from soldiers of the II Miltary Region. In less than
one year, the soldiers have extra-judcially executed two residents and so far
without being punished.
An enclave in the transfer of drugs to the United States, the little port of
around 17,000 inhabitants has been the scene of numerous attacks by soldiers
against civilians.
In the municipality of Mexicali and on the edge of the Sea of Cortez, some 160
miles from the border with the United States, San Felipe is a fishing town where
boats from Sinaloa with cargos of drugs arrive. Since the military was put into
the war against drug traffickers, elements of the II Military Region have
guarded the area. Their presence is noticible in this little port when one
crosses the checkpoint built like a toll booth on the Mexicali- San Felipe
highway.
The soldiers, without being clearly marked, carefully inspect all the vehicles.
There is no clear criteria nor protocols in the inspections. They can last 10
minutes or up to 1-1/2 hours; even more if one protests say those who often use

Proceso is a news publication in Mexico....on the line of Time magazine in the states.

I would believe at least part of it, I've been going
to San Felipe fro 25 yrs., logic tells me that that
area of Baja, no. and so. of SF would be a natural
corridor for weed transport from the mainland,
Sinaloa. I'm sure of that. The other part about
the Mex Army involved in the killings of SF residents,
I think one would have to know SF residents to get
an answer. The Mex Army has been involved in
drug transport, and the protection of Cartels in the
rest of Mex, so I'm not NAIVE enough to think that
such incidents could not happen in SF, I would like
to think not
