Some friends are driving down and I've been tasked with finding a lunch place on the water in town..I know plenty of places BELOW town, but not in
town. They remember a place..

Los Pelicanos is on the beach, but it is a fairly large complex with lots of parking and the dining room is on the second floor of the hotel.
I don't know of any small palapa restaurants in Rosarito Centro, but maybe your friends are remembering the Popotla fishing village where there are
