There's been a past thread on TIPs. Of course I can't find it!!!
The consensus at that time was that boats under 3.5 meters (14.7 ft) did not need an import permit.

I have no experience bringing a boat to the Mexican mainland, but more and more marine facilities on Baja are requiring a TIP for any boat using their
facilities whether the TIP is legally required or not. If you decide to import your boat, it is very easy to do online, and the cost is around $50 US
