If there is a consulate there then, yes.

Passport Renewal is misunderstood by most....
You DO NOT need to go to the consulate or anywhere else to RENEW your passport if in the US.
All you do is fill out an application (available online) and mail it in with $55, pictures, and your old one.
Here are the rules for those out of the country....

The ONLY time you need to go to a passport acceptance agency is when you have kids....then you reapply each time.

They visit La Paz monthly (Marina de La Paz). I did it a few years ago, it was painless.

We have been told (by a representative of the consulate) that they will renew them while you wait in Tijuana - if you live in Baja.

It can be done thru the US Consulate in CSL. The phone number from LaPaz is 01-624-143-3566. Hours 10am to 1 or 2 pm, Monday thru Friday.
Name is Michael Houston. He is also a notary public if you need something notarized by a US notary.
