CLEAR INSTRUCTIONS FOR THE NEW EL CHAPARRAL CROSSING &FMM INSTRUCTIONS

I talked to Doug M. who was with Tom S. as they were crossing the new El Chaparral border crossing this morning. Below is his report about how the crossing works. For details, maps and photos see the Baja Guide at http://www.iwindsurf.com/travel.iws?genID=22

The new El Chaparral border crossing into Tijuana opened Thursday Nov. 1 2012 and is much easier to navigate and to take care of your FMM visa and bank fee than the old crossing. and 200 customs inspectors. To access the new border crossing from Hwy. 5 you will be directed to take a very sharp cubing 5 lane that curves from Hwy. 5 right at the border near the old crossing. This road heads west for 0.2 miles parallel to the border inside of Mexico. Then it makes a left into the new border crossing which you can see in the bottom photo below.

1. As you approach the new crossing look for a sign saying "Declaración" and park. Bring with you 1. $24.50 UDS or pesos. 2. Car registration, 3. Driver License. 4. Passport
2. Enter the building and walk pass the sign for saying Banco". Ahead you will see "Inmigración"
3. There fill out the FMM visa form. Take the completed form to the Banco and pay your $24.50 UDS or pesos.
4. Return to the "Inmigración" to get your form stamped.
5. Return to you car and leave. Doug reports that as of Nov. 4 there were no signs of the old green light red light inspection stop.
6. Leaving the crossing take the "A Playas de Tijuana, Rosarito Y Ensenada turn off over the dry river bed. This will merge with the old route running parallel to the border and on to Hwy 1D toll road to Ensenada.

Thank you Udo for clarifying things. However, crossing into the conglomerate is extremely confusing. There are still a few lanes that say Declaracion, but do NOT lead you to the Immigration building which is on the other side of the divide. All the maps and photos in the world do not make it easier when you arrive there in person. The lanes lead you to the border crossing and at this area is where you have to backtrack if you are not familiar with the area. It is a familiar situation in Mexico that can be, SNAFU.

For pedestrians crossing, is it still the same location, or...? If so, is the original immigration office still open for pedestrians crossing?

I didn't see a pedestrian crossing, but I will check for that as soon as I get down there, as I am headed to Ensenada today. They also didn't ask me for a driver's license, or registration, but I was only going as far as Ensenada.

We have had reports here on BN indicating you don't have to pay at the bank anymore, you can pay for FMM's at the INM office. This reprint from the Pony Express indicates you pay at the bank......which is correct??????.......or does anybody really know????

Sounds like they are both inside the same building...?

Is the parking spot on the left, right, center when you enter Mexico? This is critical to know so you can be in the best lane as you begin to enter Mexico.

Is the building next to this parking place or do we have to dash across lanes of moving traffic?

There is a declaracion sign on the right...but the area for declaracion is around the corner and not in the same lanes as the border crossing, but I am going down a little later and will check again.

Like I said, there was a not so nice guy in the office, and he tells you to go to the bank and pay around the corner and bring back your receipt, so my experience is no, you cannot pay at the migracion office.

read from a score racer that hit the crossing at 7am yesterday and the bank was closed. he picked up the form and paid in ensenada. he didnt know what time the bank was to be opened.
another racer just went thru this morning at 9 got his fmm and paid at a window next door. so I guess dont count on the bank being open?

Willard, Have you heard of banker's hours?? Appears the bank is open at 9, so I would count on it being open if you get there at a reasonable time.

I crossed this morning, and there is NO sign that says aduanas/visa. So what you have to do is stay in the right hand lanes, and follow the signs for declaraciones, and bear a sharp right around the pole gate which is a bunch of poles lined up for about 50 feet that together, make up some kind of division between the crossing lanes and the building where you get your visa. Park then in front of the large building, go in and the first left there is an office to get the visa. Remember though the bank is not open before 9 am it appears. So make sure you are crossing after 9 am, but I don't know what time they close, to be safe, around 2 pm. Another very interesting point is that when you turn right where the old crossing used to be, that appears to start Mexican territory, because the whole road up to the new lanes you cross, has the border fence on your right, apparently you are in Mexico even before you cross the new lanes.

Yes the new detour into Mexico is all inside Mexico... Just like when you come back north... those steel bumps are the border, long before you reach the kiosk where you talk to the officer.

Me too, it is good for the number of days written in... Mine is good for 180 days... or until January.

The immigration officer told me the tourist visa was good only for 60 days...

The number of days must be filled in, the space is blank... You should ask for 180 days (the max.) since the price is the same for any number of days over 7 (under 7 is free)!

It's simple, stay to your far right, go around the poles to the building and follow the signs that say Declaraciones and get there between 9 and 2 to get the visa. Otherwise, if you don't need a visa follow the other cars in the lanes to cross the border.

OK, good info so far. The implication is that there is no immigration office open before 9 AM. Or...is that just the bank? Coming in with prepaid FMMs, only an open immigration office is needed to stamp the visa. Then there is the post that states that immigration will take money, and no bank is needed so folks without prepaid FMM will take care of it in the same office. More clarification is still needed. Thanks to everyone who has posted their experiences.

Well....yesterday, Friday, traditionally a heavy traffic afternoon, was going to be a study by the Mexico officials as to the problems of congestion at hand. I wonder how that went?

Immigration does not take money, you need to go to the Bank and it opens at 9, not so sure what time it closes

In July, they did take money in the INM office where it uses to be. Dollars or pesos... and that was all day but not late at night.

Seriously, can anyone confirm the hours? Could make a dent in my normal driving plans if they don't open until 9. Used to be 24/7, then opened at 7, now 9? 2 hours less of daylight:fire:

I can't find out when a parade is and you expect certainty regarding immigration hours......come on now...this is the Baja we love:light:

Also looking to find out if there are different hours on weekends than weekdays. Traveling with my boys I try to keep the suprises to a minimum, but like I have been told "it is Messico";)

Actually I just crossed going south yesterday (Sunday) at about noon - no wait, no problem, easy to get to gates, didn't have to go to secondary with my PU/camper shell combo and easy route to the toll road. Just stay in the far right lane after the gates - all is very well marked.

Mex-1 as far as Mulege is in great shape - a little work here and there but no big deal.

Crossed at El Chaparral at 9:00am this morning. Heading to Elias Calles. Am now at Baja Cactus. Tomorrow night Mulege, Wednesday home.

The new border crossing is nice and swift. I received a green light. No secondary. First two military
Inspections was just waved through.

Oh, just spent the month of October in Thailand. I cannot do justice to Bob and Audrey's photos when
they visited Thailand and Cambodia. I took a lot of pictures and most I cannot post. Wow, the
most beautiful women I have seen. Clothes are high quality and very inexpensive. Women, girls dress
in the nines. Men, not so much. Never spent more than 30 bht (2 dollars for a very good meal) in many
different restaurants....except my favorite, all you can eat sushi for 120 bht.

So far the road has been perfect.

Photo of me catching the media catching me, just past inspection at new TJ border crossing on Friday, 9 Nov. It was noon-ish, so no big traffic hassles.

Primary inspection dude was not interested in the clearly visible adult beverages I was importing and I got through the back lid hatch engine hood checks in less than 60 seconds.

I am relieved that my very worthy beverage import service can continue as normal. Thirsty friends are depending on me.

OKAY... so we have many Nomads who are not getting tourist cards but nobody with the 1-2-3 of that process at the new crossing... Ensnada Dr. was the closest to anything for us to visualize...

PLEASE CONFIRM the follow (or give better details), gracias!:

1) Stay in right lane as you go into the final sharp/ south bend...
2) go to the right of the metal dividers and into declaration parking (on the right)
3) INM office and bank desks are both inside the building on the right, next to the parking.

They told me the immigration office is open 24/7. Go thru the declaration lane on the far right.
Three times thru the new crossing for me, pulled over all three times, but I drive an old camper/van and look like an old sailing man. Check out the chain link w/black mesh areas. They took me there once, closed the gates and tore thru the van pretty good. I think they were just practicing!!

Okay, yes.. INM should be open the same hours as the border, but there was a shorter time when someone was there with a cash drawer to take the payment there... Thanks for clear answers!

What actually happens at the border can be waaaay different than "official" government answers on website or phone numbers. So, anyone who gets an FMM at Tijuana border please post your experience.

Yes, still awaiting info on immigration open hours. We usually cross at 6 AM, so wonder if they are open at that time if anyone has experienced immigration before 9 AM as previously posted. We'll still cross at that hour in a week and a half, and post our experiences, but hope for some recent info before.

Went thru today. Parked at Migration lot on the right and went inside, but the Baja 1000 guys I came thru with on Monday just pulled thru the regular lanes and pulled over to walk to the office. Filled card out, walked 14 feet to Bank, then back for the stamp and I was outta there. Sorry, I didn't ask the hours of operation! Paid in US dollars - $24

Can't believe no one has passed thru immigration before 9 AM. Still awaiting some certainty of immigration hours at San Ysidro. Gonna find out myself when we cross at 6 AM on the 27th, I'll consider reporting back given wifi at GN. I'll bet DK, who lives so close to the border, could run down and back at 6 AM and let us all know! Whatta guy David!

Not everyone who goes through the gate needs to deal with immigration. That's probably why there arn't a lot of answers to this problem.

Just drove 1200 miles in and around Baja and was never asked for my good ol' tourist card once.

Right... and a whole lot never bother with the FMM nonsense, even though they may be in Baja more than 3 days or if they go south of Maneadero.

If people don't read the Internet or books, and just drive south for a trip... there is NO SIGNS or other stops for foreigners to tell them what is 'required'.

In the 80's and earlier, there was a big sign and booth, south of Maneadero, where tourists would pull over and go get a tourist card... it was free, and easy!

The booth closed down... and eventually re-set up at the Eagle Monument, 400 miles south.

There never was a booth at San Felipe.

The whole FMM deal is really sloppy and perhaps only utilized by a fraction of those who technically should have one.

If Mexico really wanted everyone to have one bad enough, then they sure don't have a way of showing it by making the process easy... ever since they began charging for them in mid 2000. Now, a big step up was when they allowed INM to collect the money, last year... because having an open bank at the border just wasn't always available.

Ok David, just trying to give you something to do, raining up here on the Central Coast. Also trying to bump up this posting to snare some info on immigration hours. We do have the prepaid, brand new issued FMM (just a week old) so don't need the bank. Just like to be legal. Had an accident a few years back, nice to be legal. Vagabundos clearly stated the FMM must be returned at the end of the trip and had an address to send it to if not returned to immigration (like there's a place when crossing back). I know, I know, probably just thrown away, but our car permit for a trip on the mainland was on the computer and we got caught returning to Mexico mainland and had to endure correcting that (no fine).

And that is the exact point of all this nonsense. It isn't what didn't happen....it's what could happen.

That's correct Dennis. We also traveled to Cabo and 2,600 miles without needing to show it. The office was even open at the Eagle Monument and we were just waved on.

That has usually been my experience too in GN (just waved through); but last time I was passing through (September) a new agent thoroughly inspected my tourist card, asked me where & when I had purchased it, etc. Much more thorough than in trips past. So you never know and it's not worth the hassle of not having it on hand.

Just spoke with the nice folks at Baja Bound. They talked with someone at the immigration office at Chaparral who said that both the bank and migration offices are open 24/7.

Great news for us, as we hope to make a 6am crossing in early Dec. That does conflict with an earlier report here of the bank opening at 9am, though. Any additional info or experiences would be much appreciated!

The 9am comment came from someone who guessed because it was called a bank instead of a payment window. Bank hours being shorter.

Our friends picked up and paid for their tourist card on a Sunday evening last weekend ( 11/18) so i do believe the 24/7 is true. We had warned them they might have aproblem and they shared that the office was not showing any signs of closing.

Just arrived in Guerrero Negro after drive from San Ysidro. Border is quite nice, drive to the right, sign says "Declaration", park in ample parking, walk into new huge building "SAT/Aduana", get FMM. Immigration is open 24 hours according to official. Bank, however, is open 6 AM to 10 PM. We used prepaid FMMs, no need for bank. Everone was very nice, helpful, and friendly. Very beautiful buildings, immaculate restrooms. Pompano's video put us right on the correct road, thanks. Best crossing ever.

Now, my friend, I expect some fresh mission site photos this season... Guadalupe (del Sur) remains un-visited by you or I, so far! However, we have some never seen before photos of adobe wall ruins there taken by Max in our book. The visita of San Miguel begs for some photos... Ed Vernon has some pics of the graveyard there, he didn't find anything else. It was great to return to the Real de Santa Ana last July with Bajatripper... and see it is all still there, but now behind a locked gate. On Google Earth, you can make out an old road system from there heading towards 'El Oro'/ 'El Rosario' perhaps?

Best crossing ever! I did not need to stop, my last FMM's are good until saturday:lol: but it was clearly marked with signs where to go and 6 lanes open at 6 am on friday morning. Easy and clear markings to put you on the road to the toll road.

Yep, done that back road. There are two other access roads to the site David, one 4X4 up the streambed. I'll get back to you on the other sites, unpacking now.
