Just came from the Loreto office where you pay property taxes and they will not have the paperwork until at least November 20th. She did mention that

Just a little clarification:
The La Paz discount is 30% if paid in December (the end of the year) with an ADDITIONAL 5% discount for a total of 35% if paid in the month of
November. This is what the posters all over town say.
Just paid the taxes yesterday and received a 35% discount .
