Possible New FMM Reg-Economic Solvency?

Saw this referenced a few days ago, paid no attention to
it, saw it again off a San Felipe board, whether this will be implemented is anyone's guess or merely rumor/speculation,
but it APPEARS to have some legs, this in re: for an fmm:

Immigration here in San Felipe is saying you need to provide a bank statement
and that the 180 visa is good for "continuous" stay in Baja. You are not
allowed to exit and re-enter without turning in the visa upon exit and you are
required to get another one, with the bank statements, when you re-enter. This
included just going to USA to shop for the day.
Or on the brighter side, San Felipe Immigration is not on the same page with
Mexicali border crossing!
I think many of us would like to hear what is REALLY happening this week when
crossing the border into Mexico. Gabby, at IMN here in San Felipe, also told me
they are now computerized and would be checking visa upon entry

What do you mean 'bank statement'? When I purchased the FMM, my passport was stamped and I got the little FMM slip, no other receipt or 'bank statement'.

I thought you would be a little more up on things, David.

The new regs have gone into effect as of November 12 or so.

Thats fine with me, the part that has me, is if you
exit the country, even for 1 hr., you are required
to get another fmm. Although logic tells me, one can still exit,
keeping the fmm, using it on a return trip within the
180 days, I believe the new fm3 type visas require
$1900 per month for one person, I can't imagine they
would want to see a $12,000 US bank statement,
probably nothing will materialize, but it is Mex
At the Mexicali crossing, there is no indication
this is being applied. Mex Consulates stopped issuing
fmt/fmm's some 15 yrs. ago

Saw a post, today off the San Felipe board
re: what started this thread. There seems to
be clarification on the need for showing funds
to get the tourist 180 day fmm. According to the San Felipe
Immigration office, the need for showing funds
for an fmm is ONLY for residents who wish to begin
the process of obtaining an fm3, excuse the confusion.
so it seems getting an fmm at the border is the same,
this is part of the post off the SF site: I do hope this
is correct

It was clarified today that the FMM requiring a bank statement is for those
who get one at the Mexican Consulate in USA in order to start the FM-3
process. You can no longer start the FM3 process here in San Felipe
