Has anyone lately tried sponsoring a 16 or 17 year old Baja student for school in the states?
To live at your home and attend the school (high school or college) in your area?
I've gotten travel visas for the Mexican family to visit us in Alaska - years ago and it was an ordeal, but eventually got done, but I think a student
might be a horse of a different color. . .
Any input would be appreciated.

Officially, they can not study abroad without a student visa. I know of a student who was studying in Idaho and when they found out he only had a
travel visa he was not allowed to enter the US.

I did it four times for my boys.
Short version...
The school has to endorse the application for F-1 visa.
They need a Mexican pasaporte with plenty of time left on it.
You take your app to the consulate (Tijuana has one) and endure a lot of lines, and b.s. Maybe someone has a better slant on how to get around this
wait, we just got there early and stood for hours.
Once you get the visa you are not finished.
You have to go to Secondary at the line and get it completed.
That can be a real hassle.... we had as many issues there as we did at the consulate.
And finally, you need to have with you documentation that the financial affairs are in order and that you have sufficient assets to support the child.
They will really home in on this.
California K-12 do not charge you tuition (at least they never did)
Junior College will whack you out of state and that is grim.
And you have to comply to get the visa from JC.
I was out of pocket a major amount of bucks for the college on two of my boys.
I have a secret way to avoid that- U2U me and I can tell you.
