Water for Ensenada

I still need lots of work on my spanish before I can read and fully understand that notice. The good news is Now that I'm living in Ensenada I will probably improve my spanish a lot in the next few months. Seems to say we will be getting more water to Ensenada area in a few years.

Yes, I too need work on my Spanish. What it says basically is that the project could be completed by 2015 and keep
Ensenada with adequate water to 2030. There was a treaty between the USA and Mexico that dates back to about 1940 that guarantees Mexico water from the Colorado River. This water is used by Mexico to supply water to Mexically, The Mexically Valley, Tijuana and along the boarder. Ensenada has not been able to use the water because of lack of a aquaduct. So maybe Ensenada can get more water but I imagine our water bill wlll go up
