exactly which car rental companies have their branch and cars right there at the airport and not via shuttle a mile away? Trying to maneuver

According to which airline you are on, this is correct.
The new terminal is open and, as far as I know, there are no rental cars anywhere near it. There was an article in the GG that said there is no
private traffic allowed.
I wouldnt worry about a shuttle. Most of the rental companies are more than 3 minutes away.
