I keep hearing that the second biggest/best Carnaval in all of Latin America (next to Rio, of course) is Mazatlan.
This year, they hired a big contingent (at a cost of 1,000,000 pesos!) from Brazil to perform in their Carnaval parades. Or so it was reported.bajagrouper - 2-11-2013 at 08:40 PM
