Going Permanente and driving foreign plated car?

I've noticed that on some mainland boards, people who go to permanent status must import their auto and plate them with Mexican plates. At no small cost, maybe in the $1300 range. Anyone have personal experience with this? Is Baja and other frontier areas exempt?

We, here in the chaotic north, will be exempted by the normal confusion of so many Cal. plated cars driven by everybody. They couldn't begin to enforce such a plan without starting a witch-hunt to sort it out.
Much too cumbersome a challenge for any agency down here to undertake.

I have seen literally hundreds of South Dakota plates on cars that belong to permanent Baja residents.
We have our RV and a dune buggy plated that way, but plan on getting a SD driver's license later this summer.
