I'm not trying to be negative or nasty, but are you new at this? You don't seem to be aware of how the border has become an obstacle in moving used clothing into Mexico, even if it is for charity which, believe it or not, tends to exacerbate the issue. Things at the gate are nothing like they used to be.
Can you give us more information on the volume of clothing you're talking about?

My wife and myself spent 5 1/2 hours at Otay Mesa in 100 degree heat trying to get several boxes of used parts and supplies down to our clinic in La Paz a couple of years ago. This was shortly after the big shake up at "Aduana" when large numbers of old employees were replaced with new people who had background checks done before they were hired. I had letters from the La Balandra Rotary club and the Secretary of the Special Education Dept. of BCS explaining what we were bringin in the parts/supplies for. We were turned back to the US because they couldn't figure out how to tax the used parts (which have no value as they cannot be re-used in the US per the law). While driving back to a campground, I told my wife that "they're not computerized, maybe we could get through at San Ysidro. We tried, were ordered into secondary and searched. I showed the young man our letters and he said next time go to Otay Mesa for proper declaration, and thanked us for our efforts to help the Mexican people and sent us on our way. It took all of about 15 minutes! Things are a lot more difficult nowadays.
