"In a recent investiagation by "El Universal", Francisco Javier Arellano Felix revealed links to Francisco Castro Trenti, the brother of Fernando
Castro Trenti, candidate for governor of Baja California from the "Commitment to Baja California" alliance.
Arellano pointed out some of the illegal activities that Francisco participated in, while he served as the Director of Expert Services and Municipal
Police Chief between the years 2000 and 2010.
Arellano Felix said he came to receive up to $ 20,000 (USD) for services provided to Castro Trenti.
In the statements, Francisco Javier Arellano served as a protected witness and went by the name of "Howard".
"I remember that in 2003, Francisco Castro Trenti was the Director of Expert Services," said Arellano Felix in a statement on February 8, 2012.
Another alleged fact was that in 2001, Francisco Castro Trenti helped the Tijuana cartel frame someone for the murder of Alejandro Manjarrez,
secretary to the governor, for $200,000 (USD). They processed someone who was not responsible for the murder.
After these statements, an investigation began against Francisco Castro Trenti for ties to drug traffickers.
Adding to this are the statements of the Mayor of Rosarito Beach, Javier Robles Aguirre, who on October 9, 2012, said that Francisco Castro Trenti had
not passed the exams that tests the trust of public officials that the state government requires all public safety officials to pass in order to
continue being a government employee."
