Funny you should post that now. I find it hard to believe that they consider the San Filipe to Puetocitos finished, hopefully they will reconsider that dicision.
I just went that route from my home in San Diego to my house in BdLA. I went down through Tecate and then took the Mexicali toll road to hwy 5 and then on down to San Filipe. Then on to Gonzaga and through to Chapala and then finally on to BdLA. Over all it took me 12 hours. I liked the roads except for the San Filipe to Puetocitos part that was the same as the unimproved sections of hwy 1. Once I got to the dirt road I had to air down the tires and negociate one washout and then fill the tires back up at Chapala so the dirt road took me 2.5 hours.
Coming back from BdLA I took hwy 1 and including the border wait ( 8 min Sentri lane at Otay) it only took 10 hours door to door.

San Felipe to Puertecitos will need to be upgraded for the flow of traffic that a completed Hwy. 5 will create. You have modern, wide highways now north of San Felipe and south of Puertecitos... but a 50 mile gap of old style, narrow pavement with steep dips, limiting speed and decreasing safety.

There has been discussion of the plans for new Hwy. 5 to go around the west side of San Felipe and not follow close the coast the entire distance to Puertecitos... like the way the original road went, via the sulfur mine.

This project is formed by three sections. The first one goes from San Felipe to Puertecitos from kilometer 0 to the 75 and it is a 2 lane highway that might get upgraded depending on use. This section is considered as finished by SCT.

The second section goes from Puertecitos to San Luis Gonzaga passing through El Huerfanito and covers from kilometer 75 to kilometer 146. This section is considered as finished by SCT.

And lastly we have the third section that goes from San Luis Gonzaga to Laguna Chapala, kilometers 146 through 201. This section hasn’t been built yet. According to Efraín Arias Velásquez another SCT representative the investment required will be of 1,250 million pesos to cover a distance of 201 kilometers.

Federal government contemplates this project will take at least the following six years for completion and implies the construction of ten bridges from which 5 have been already done. <<<
