Funny you should post that now. I find it hard to believe that they consider the San Filipe to Puetocitos finished, hopefully they will reconsider

I just went that route from my home in San Diego to my house in BdLA. I went down through Tecate and then took the Mexicali toll road to hwy 5 and
then on down to San Filipe. Then on to Gonzaga and through to Chapala and then finally on to BdLA. Over all it took me 12 hours. I liked the roads
except for the San Filipe to Puetocitos part that was the same as the unimproved sections of hwy 1. Once I got to the dirt road I had to air down the
tires and negociate one washout and then fill the tires back up at Chapala so the dirt road took me 2.5 hours.
Coming back from BdLA I took hwy 1 and including the border wait ( 8 min Sentri lane at Otay) it only took 10 hours door to door.
