Perhaps get ahold of an independent agent in CSL? In many cases, it's money well spent.

We use Segio in Cabo and everyone without a valid ( non expired) FM must start in a stateside Consulate.
I went thru a long medical issue and ours expired.

I can't tell you how many calls the consulates won't return or answer.
In my case it was 100%.

You need to simply go to the consulate they do not have a secretary and calendar to make appts though some do email, there may be only one person
assigned to this task, you need to arrive early at 8am and wait, they are typically open 9am-1pm and you need to start early and bring a passport,
6months income history from your bank account showing about 3k+/month income. It took me 5 visits to get the sticker which allows you to go to Mexico
and begin again ... with lots more delays, mixups, reversered numbers, lost papers and maybe one day a completed card or not- just begin.
