Get ahold of Dr. Gabriel at the Dogtor House in LaPaz. He speaks English and is the only one I can think of that might know if something like this
might be available or who would do it.

This is a little off topic, but I had to put in word for this vet.
This is an great vet, similar to an American or Canadian vet office.
This was the only vet in La Paz that had oxygen our dog needed. They also had a vet assistants stay with her overnight and they called with updates
during the night. Unfortunately our dog died the next day.
