Map Reading OK

If you are in California and driving to Baja, reading a map on your handheld device is now OK...............

It seems to me that looking at a paper map OR a cel phone map OR eating a sloppy sandwich or whatever while DRIVING results in distraction. Doing the same while essentially parked waiting for traffic to clear is different. We need to get a grip on the wheel and put all that other stuff away while driving. It's too bad we need laws to control behaviour that should just be common sense.
