I recently bought a 16' Bayrunner here in Baja and the previous owner already had a TIP on it. If I try to get a new TIP in my name will this set off
an alarm that the boat was never removed from Mexico by the previous owner? Can I just transfer the TIP into my name?? I'm not interested in towing
the boat all the way to the US just to get the old TIP removed but is this the only way to "legally" do it?

The seller's TIP cannot be transferred to you. You will have to import the boat in your name.
Whether the old TIP will interfere with your application will probably depend on when the boat was imported by the seller.
I obtained a TIP in Cabo in 2002 on a boat I brought down from the States and when I sold the boat five years later my uncleared TIP did not
interfere with the new owners getting a TIP in their names.
I got a TIP in La Paz on another boat in 2006 after they had established a data base to track such things. When I sold that boat in 2010 the new
owners tried to import it in their names and could not because of my TIP already in the system. Not to worry, however. When the new owners presented
titles to the boat, motor and trailer signed over to them, and a bill of sale I had executed, the Banjercito officials, also in La Paz, prepared a
"importatcion temporal de embarcaciones certificado de retorno retorno definitivo", asked them to get the document to me, and issued them a new TIP.
In any event, you won't have to drag the boat anywhere. Whether you get the TIP online or in person at a Banjercito office, they will give you a TIP
- or not - based on the paperwork you provide.
If you provide the proper paperwork the issuing authority is very easy to deal with. I obtained a TIP on a third boat in 2010 online before I took
delivery of the boat. I got the hull number, motor ser.#, and trailer VIN from the builder, filled out the online form and had the TIP sent to the
factory in Florida. The TIP was there when I went back to pick up the boat, and the sticker was on the windshield when I crossed the border at Otay
on the way home.

Bill, thanks for the very complete reply. With that information my plan will be to try getting a new TIP through the on line site and see what
happens. If they turn it down, I'll go the La Paz route. The old owner is still in Loreto so if I need his help that won't be a problem.
